This week, Pennsylvania Senator Michael Stack (D), introduced Senate Bill 1226 to amend Pennsylvania's Oil & Gas Act. The amendment would require drillers to disclose the components of their fracking fluid for new wells. The disclosed information, including every ingredient that falls under the Occupational Safety and Health Administration's regulations, would need to be published on the Web sites of both the Ground Water Protection Council and the Interstate Oil and Gas Compact Commission. The Department of Environmental Protection must be provided with a list of all other ingredients, that will also be available to the public. Additionally, landowners and agencies may challenge "trade secret" claims allowed under the Bill.
The Pennsylvania Senate reconvenes on September 19th.
Bill 1226 information is available on the General Assembly Web site.
