On June 13, 2013, Senate Bill 738 passed in the Pennsylvania
Senate. SB 738 provides the framework for natural gas distributors to submit
service expansion and extension plans to the Public Utility Commission. The
bill would increase access to existing pipelines by allowing distributors to
include a customer contribution plan alongside the service expansion/extension
requests that would be independently evaluated by the PUC. Sen. Gene Yaw introduced
the bill to provide a low cost energy source for un- and under-served portions
of the state, while simultaneously increasing access to natural gas statewide.
SB 738 has been sent to the House of Representatives for discussion.
Alongside SB 738, the Senate also passed SB 739, which would approved a $10 million allocation of funds to provide grants for schools, hospitals and small businesses to obtain access to natural gas.
