On Friday, May 24, the Railroad Commission of Texas adopted
new oil and gas well construction requirements (Statewide Rule 13). The new
rules heightened well casing tests, monitoring and reporting protocols for
surface and intermediate casings in wells, and enhanced the Commission’s
oversight of wells meeting certain depth criteria for all wells undergoing
hydraulic fracturing (“fracking”) treatments. The new rule amendments will take
effect on January 1, 2014.
