PUC Tentative Implementation Order for HB 344

On January 12, the Pennsylvania Utility Commission issued a tentative implementation order to administer House Bill 344.  House Bill 344 gave the PUC the power to regulate natural gas pipelines that are not deemed public utilities and conduct safety inspections in coordination with federal authorities.  The tentative implementation order requires that pipeline operators submit initial registration forms by March 16, 2012 and annual registrations by March 31 for ensuing years.  The tentative order also indicates that pipeline operators will be assessed to cover PUC enforcement costs related to House Bill 344 based upon the mileage of pipe.
