On February 5, 2011, the Environmental Quality Board amended Chapter 78 (oil and gas wells) of Title 25 of the Pennsylvania Code. The revisions to Chapter 78 include amendments that require operators to have a pressure barriers plan to minimize well control events and keep a list of emergency contact phone numbers at the well site. Operators are now also required to condition the wellbore to ensure an adequate bond between the cement, casing and the formation and to use centralizers to ensure that casings are properly positioned in the wellbore. Lastly, a provision was added that requires improved quality of cement placed in the casing that protects fresh groundwater. To view the new regulations in full, please see
