Colorado OGCC Releases Draft Proposed Rules Addressing Future Oil and Gas Development Locations

On October 6, 2015, the Colorado Oil & Gas Conservation Commission staff issued a first draft of proposed changes to the Commission Rules of Practice and Procedures for public comment. The proposed changes reflect two Recommendations made by the Colorado Oil and Gas Task Force.

Recommendation No. 17 suggests that the Commission enhance the coordination between operators and local governments concerning locations for “Large Scale Oil and Gas Facilities” in “Urban Mitigation Areas” while Recommendation No. 20 proposes to integrate future oil and gas drilling and production facilities in existing local comprehensive planning processes. These recommendations are part of a final report examining the state and local regulation of oil and gas operations published in February 2015 by the Colorado Oil and Gas Task Force.

The proposed changes will be considered by the Commission during two hearings scheduled for November 16-17, 2015.
