On July 9, 2013, Gov. Corbett signed S.B. 259 into law as Act No. 66. The
bill amended Pennsylvania law governing oil and gas leases and required additional
information to be given to royalty owners who entered into oil and gas leases. Gov. Corbett stated
he did not think 2.1 altered the terms of existing leases, and that it enhanced
efficient development of oil and natural gas.

The "additional information" for royalty owners is just fluff and only there to disguise the real intent of the bill, "forced pooling" for the lessor with a lease that does not give the lessee the right to unitize.
