Belgium
  • Federal Energy Secretary Melchior Wathelet stated, “The government would adopt a “pragmatic position” on shale gas. Any decision, positive or negative, “will depend on the outcome of the ongoing research.”” (Shale Gas Europe Feb. 2013) 

Netherlands (Moratorium)

Luxemburg (Moratorium)
  • On 13 November 2012, the Luxembourg Parliament voted “against a motion to extract underground shale gas” (Shale Gas Europe Jan 2013)
  • Energy Minister Etienne Schneider said “the shale gas found in Bettembourg and Pétange was too close to the surface and in a densely populated area, making it unsuitable for fracking” (Luxemburg Nov. 2012)
